Pression démographique et compétitions foncières dans les milieux sensibles en zone sahélienne

Présentation des résultats des travaux sur la Pression démographique et les compétitions foncières dans les milieux sensibles sahéliens ( le cas des Monts Mandara, Extrême-Nord Cameroun)

RESUME

  Les régions sahéliennes sont soumises à plusieurs facteurs à l’origine de la pression sur les ressources foncières : sédentarisation des éleveurs dans un milieu très peuplé et à forte densité, introduction des cultures de rente (coton), spéculations sur le maraîchage et les produits vivriers…L’article s’intéresse sur les Monts Mandara pour analyser les tensions sociales qui génèrent les contraintes et la pression sur l’espace rural sous forte anthropisation (diversification des activités agricoles et pastorales).

 La recherche s’appuie sur des enquêtes, entretiens et sondages auprès des populations (agriculteurs, éleveurs et migrants de retour) dans les villages de Mohour, Zamay, Mofou, Magoumaz, Tourou, auprès des Organisations Paysannes (OP), des Organisations Non Gouvernementales (ONG) et dela Sociétépour le Développement du Coton (SODECOTON). Les résultats montrent que l’hostilité du milieu et la pression sur les ressources engendrent des conflits et compétitions entre les agriculteurs, éleveurs et agro-industries. Les conséquences de ces affrontements sont  la destruction des plantations par les éleveurs, la séquestration des bergers par les agriculteurs, conflits sans cesse croissants entre les migrants de retour et les populations, appropriation des meilleures terres pour la culture du coton. Ces affrontements sérieux et récurrents entraînent des conséquences socio-économiques et politiques. Ce travail suggère que soit mis sur pied des instances de négociations impliquant les pouvoirs publics, les chefferies traditionnelles et les acteurs pour une redistribution foncière équitable.

ABSTRACT

Within the Sahel myriads of resources are coveted for human wellbeing thereby mounting pressure on the scarce land resources marked by a rising sedentary cattle breeding in high population growth and density areas, the advent of the cotton cash crop, speculative market gardening and food crop production. This study therefore targets the Mandara to probe into the social strife spawned between the various land stakeholders of this highly humanized rural Sahelian landscape with varied agro pastoral activities.

This work employs a geographical approach in data collection through samples, survey of land uses, interview of target groups like cultivators and livestock breeders and returnee migrants from Mohour, Zamay, Mofou, Magoumaz, and Tourou villages, farmer associations, non-Governmental Organizations (NGO) and the Cotton Development Corporation (SODECOTON). The results reveal that the hostility and the pressure on the resources of the milieu trigger conflicts and competition between farmers, stock breeders and agro industrial establishments. Thereof, these conflicts egg on the destruction of farmer plantations by the breeders, violence on shepherds by farmers and the acquisition of extensive land by the cotton agro-industry. This study then posits that these indicators having significant socioeconomic and political consequences which oblige a rapprochement between the public powers, the traditional leaders and land stakeholders for more acceptable land redistribution.
